ABSTRACT 

This study analyzes the development of Bangsring Underwater (Bunder), particularly the Floating House, as a center for marine tourism, education, and conservation in Banyuwangi Regency. Bangsring is a success story of the revitalization of coastal ecosystems severely damaged by destructive fishing methods in the 1960s and 1970s, implemented through a community-based tourism model. The main attraction of this destination is the synergy between the restored underwater natural beauty (coral reefs and marine biota) and a unique educational program, including shark conservation. The research identifies that Bangsring's success lies not only in its tourist appeal but also in the Triple Helix collaboration model (Government, Academia, and Industry/Community) which ensures sustainability. However, challenges remain, especially in enhancing local Human Resources (HR) and maintaining consistency in protecting the conservation area from illegal fishing activities. The results of this study recommend adaptive strategies to maintain Bangsring's status as an edutourism center and a model for sustainable marine village development.
