ABSTRACT
Tourism development in rural areas with agrarian characteristics and heritage values requires an approach that goes beyond economic growth and emphasizes sustainability and community involvement. This study aims to analyze an integrated community-based agro-heritage development model in supporting sustainable tourism in the Kampung Belgia Tourism Area, Jember Regency. The research focuses on the implementation of sustainable tourism principles, the position and role of local communities within the stakeholder constellation, and the formulation process of an integrated destination management model.
This study employs a qualitative descriptive approach using a deductive method. Data were collected through field observations, in-depth interviews, and documentation involving tourism managers, plantation authorities, Pokdarwis, MSME actors, tourists, and local community members. The data were analyzed thematically and validated through source triangulation. The findings indicate that Kampung Belgia Tourism Area has utilized its agro and heritage potentials as key attractions; however, the integration among sustainability dimensions remains limited. Community participation tends to be partial, particularly in planning and strategic decision-making processes. Nevertheless, community capacity building has begun to develop through local institutional strengthening and tourism-based economic activities. Based on the synthesis of empirical findings and theoretical perspectives, this study proposes an integrated model of community-based sustainable agro-heritage development that emphasizes synergy among government, plantation management, and local communities. This model is expected to serve as a conceptual and practical reference for the development of agro-heritage tourism destinations in other rural areas with similar characteristics.
