ABSTRACT 

The development of integrated coastal tourism areas requires a governance framework capable of sustainably coordinating multiple stakeholders across sectors and destinations. The Segoro Kidul Integrated Tourism Area in Jember Regency possesses significant natural, cultural, and creative economy tourism potential; however, its management continues to face challenges related to managerial fragmentation and weak collaborative governance at the area level. This study aims to analyze collaborative management practices in the governance of the Segoro Kidul Integrated Tourism Area and to formulate an empirically grounded model and strategy for area-based collaborative management. This study employs a qualitative descriptive approach, with data collected through field observations, in-depth interviews, and document analysis. Research informants consisted of local government representatives, community members and tourism awareness groups (Pokdarwis), tourism business actors, academics, and media practitioners. Data were analyzed using thematic analysis supported by analytical codes A1–A10 to identify collaboration patterns, inter-actor relations, and governance dynamics within the tourism area. The findings indicate that collaboration among stakeholders in the Segoro Kidul area has taken place; however, it remains partial, informal, and has not been institutionalized as a systematic area-level governance mechanism. This study formulates a collaborative management model and implementation strategies that position area-based institutions as the central coordination hub of the pentahelix framework to support integrated and sustainable coastal tourism governance. The novelty of this research lies in shifting the focus of collaborative management from single destinations to the governance architecture of integrated coastal tourism areas.
