ABSTRACT
Nature-based tourism management at the village level often faces conflicts of interest when the destination's economic value increases. This study analyzes the dynamics of conflict over the management of Cireong Park Nature Tourism in Sukaresik Village, Ciamis Regency, which began with a community initiative to develop a swimming pool on private land and provide public facilities independently. The growth in visits prompted the village government to take over access management and collect fees without a benefit-sharing scheme for landowners and community facility providers. The study used descriptive qualitative methods through observation, interviews, and documentation, and was analyzed using the Miles & Huberman model. The results indicate institutional asymmetry, distributive injustice, unclear spatial rights, and weak community participation. The presence of the village government triggered a transformation of access from commons-based to state-controlled access, resulting in distributional conflicts and community fragmentation. This condition threatens the social, economic, and institutional sustainability of the destination. The study recommends the establishment of collaborative governance, the development of village regulations, and a benefit-sharing mechanism to create equitable and sustainable tourism management
